Asia is headed toward an uncertain and potentially volatile future in the maritime arena. The two rising Asian powers, China and India, dependent as they are on seaborne commerce for their economic well-being, have clearly set their eyes on the high seas. Toshi Yoshihara is Assistant Professor in the Strategy and Policy Department at the U.S. Naval War College and formerly served as a visiting professor at the U.S. Air War College. James R. Holmes is Senior Research Associate at the University of Georgia Center for International Trade and Security. A former naval officer, he served in the engineering and weapons departments in the battleship Wisconsin, taught at the Naval War College, and is a combat veteran of Desert Storm.
