Description About The Author:- An eminent scholar in the field of local Government and politics in India in general and West Bengal, in particular, Prabhat Datta holds the Centenary Chair of Professor of Public Administration in the Department of Political Science, Calcutta University and is the Honorary Adjunct Professor, Institute Development Studies Kolkata.
