The quality of leadership is a vital factor affecting the development of a nation. Many sociologists have evolved concepts like dominant caste, key persons, elites for the study of the leadership at grass root level. The significance of studies of leadership have come about on account of planned development in Indian Society. For this purpose statustary village Panchayats were entered in the Directive Principles of state Policy. In this study, focused on the emerging leadership and style within scheduled castes and rural development in the Ambedkar Villages. Whether and how far, the new leadership developed under 73rd amendment of Panchayati Raj is qualitatively different from the old leadership and whether, it deploys in different modes for mobilizing the villagers support for rural development. It would be helpful to the students, social workers, planners and politicians. It develops an in sight for the rural people and those people who have interest in rural social structure.
