Description About The Author:- Annpurna Nautiyal, is a Professor of Political Science, HNB Garhwal University Srinagar, Garhwal, Uttarakhand. She is also the Coordinator of the UGC-SAP - D R S p r o g r a m m e o f h e r department. She is also the Chairperson of the University Women Cell. She was a Fulbright visiting professor in the Department of Public and International Affairs, George Mason University, Fairfax Virginia in 2006. Professor Nautiyal is a widely travelled person and has published several articles in reputed journals and authored/ edited seven books which include: The Role of Henry Kissinger in World Politics (1987), India in the New World Order (1995), Uttarakhand in Turmoil (1996), Fifty Years of Human Rights: Expectations and Challenges (2002), Challenges to India's Foreign Policy in the New Era (2006), Women Empowerment in Garhwal Himalayas: Constraints and Prospects (2009) and D e c e n t r a l i s e d G o v e r n a n c e , R e g i o n a l Development and Women Empowerment (2012) Chintamani Mahapatra, is a Professor and Chairperson of Centre for Canadian, US and Latin American Studies at S.I.S., Jawahar Lal Nehru University New Delhi.
