Atul Kumar was born in Bhiwani (Haryana) and graduated from Delhi College of Engineering. He did his post graduation in Civil Engineering from IIT Madras and served Indian Railways thereafter. While working at the joint secretary level in the Railways, he estimated and highlighted the continuing annual loss of Rs. 50 billion through procurement in the Indian Railways. For his outstanding efforts he was awarded the 'S R Jindal Prize - 2011' for 'Crusade against Corruption' by the Sitaram Jindal Foundation. He has chronicled his experiences and pain through a book titled 'rogues rascals and Eunuchs (pain of an Indian whistle-blower).' Atul Kumar also writes poetry and has been awarded for his Hindi poetry collection 'Khoonti par tanga Gandhi.' Inside the Boundary Line is his second book in prose.
