He headed the News Services Division of All India Radio, Publications Division, Directorate of Advertising and Visual Publicity (DAVP) and Research and Reference Division. Gopal Bhargava, a prolific writer and author of several books, was a senior official in Town and Country Planning Organization, Ministry of Urban Development, Government of India.
