We live in an age of intense criminality where there is hardly anyone who has not suffered victimization or become victims of some criminal act. It is-however, highly unfortunate that our Criminal Justice System and even society has categorically paid central attention only on the crime doers, i.e., offenders. Offenders were, and are researched, treated, punished, and many a time helped to recover from the punishments. An important element of the crime, i.e., victims are left to suffer for their innocence They have been marginalized by the criminal law and considered eccentric to the Criminal Justice System. It is yet astonishing to note that the Criminal Justice System would collapse if victims were to refuse to cooperate.

He has authored many books including Police Today, Human Rights in a Developing Society, Tryst with Law Enforcement and Human Rights etc. Presently he is a Senior Fellow in the Institute of Social Sciences, New Delhi. In the Institute he was the Chief Coordinator of a path-breaking research program on Trafficking in Women and Children in India.
